Penelitian ini bertujuan menganalisis kedudukan dan tanggung jawab hukum terhadap Maximum Securing Load (MSL) dalam pengangkutan laut di Indonesia. Metode yang digunakan adalah yuridis normatif dengan pendekatan perundang-undangan dan konseptual. Hasil penelitian menunjukkan bahwa MSL belum diatur secara teknis dalam regulasi, meskipun prinsipnya telah diakui dalam hukum nasional dan internasional. Tanggung jawab hukum terkait MSL melibatkan beberapa pihak diantaranya nahkoda, pemilik kapal, perusahaan pelayaran, dan syahbandar. Penelitian ini menyarankan perlunya pengaturan teknis MSL secara eksplisit serta peningkatan pelatihan bagi awak kapal untuk menjamin keselamatan pelayaran
