Lingkungan akan menjadi sektor yang paling terkena dampak dengan adanya konsepsi perizinan yang memiliki dampak risiko rendah. Adapun tujuan dalam penelitian ini adalah untuk mengetahui pengaturan berusaha berbasis risiko dan kaitannya dengan sektor lingkungan hidup.
